Well, stage 4-9 more difficult than 7-6, 7-7, and 7-8 combined confirmed, at least by my total attempt counts.

Looking at the global achievement percentages, it seems that may be others' experience as well. Beating the game is 3.6%, while beating 4-9 is 2.5%. Of course, it may just be that fewer people do the stage 9's because they're optional rather than harder.

Percentages for some interesting other things that are possibly in the future:
Beat 5-9: 1.9%
Beat 6-9: 1.4%
Beat 7-9: 1.2%
Beat 8-8: 0.8%
Beat 8-9: 0.8%
Beat 9-8: 0.8%
Beat 9-9: 0.8% (oddly, this achievement appears before beating 9-8 in the stats right now)

Also, interestingly, I don't have the "make 1000 total stage attempts" achievement yet, even though it's a 6.1% achievement. The S rank achievements up through world 3 are more common than actually beating the game, though, so it may be that I've gone for fewer S ranks rather than actually being better than average.
