Another option not covered would be a normal double elimination bracket of 8 teams. The bottom four (#4NAEU, 2OCE) play in a double elimination play in bracket for the bottom two spots. Upper bracket would get #1NA while lower would get #1EU. It would solve the seeding issue and adds only one additional game.
