I don't think this aspect of AC Unity is critical to victory or defeat, and I think the game is actually stronger for it.

The chance to finish the game without empowering your character at all is present, yes, but it requires knowledge of the game's systems in order to do so. If a player lacks this knowledge, they will find it's not a simple task.
