This is an encounter that happens when you clear a dungeon when you're level 10 and above. Ice Queen Altara is a really difficult encounter if you don't have at least a Ring of Elements or Frost Ward, or even better an Amulet of Radiance with frost aura. The Amulet of Radiance will make you immune to all their damage. Use corners to fight one at a time, and line of sight(LOS) if not immune to frost damage.
All encounters have a 360 turn timer, or up to 720 actions if hasted. If the timer runs out, the encounter boss will close off the stairs leading up, and you will have to either retire or kill yourself because there's no way back. The one exception to this is if you have a Scroll of Timewarp.
