It's true, it is possible to run Playstation 3 games on PC with an emulator. The emulator shown here is RPCS3 which is available for both Linux and Windows.

RPCS3 has been in development since 2011 - it uses recompilation techniques that transform the multithreaded Playstation 3 code into native x86 code that runs on Windows or Linux in a library/runtime environment that mimics the Playstation 3.

A couple of weeks ago the emulator made a huge jump in compatibility as a method was devised to get rid of a lot of the graphical glitches that was plaguing the emulator until recently. This made the games suddenly look amazing and much like the PS3. And they got a good speed bump making them playable on many different systems.

I tried this emulator on various computers running Windows and Linux:
AMD FX8350, RX560 - full speed with some rare frame skips in some games
i7 4790, GTX 1060 6Gb - full speed
R7 2700X, GTX 1070 - full speed
R7 3700X, GTX 1660Ti - full speed

In this video I show 5 games that happen to run very well on the emulator. Perhaps not the best games, but they're games I have access to.

At the time of filming this video about 49-50% of games released on the Playstation 3 run well on the emulator. Quite a few homebrew projects run well too. The Vice emulator runs well - although running an emulator inside an emulator is getting a little convoluted isn't it? :P
