Oh yeah it's the Nintendo 64 exclusive sequel to San Francisco Rush: Extreme Racing developed by Atari and published by Midway in 1998

Rush 2 has a heavy emphasis on MORE content and it starts with the game title. The courses for Rush 2 are set in big famous cities across the United States like Los Angeles, Seattle, Hawaii, New York (comes with two different layouts; Uptown & Downtown), and Las Vegas. There's even some wicked fantasy tracks like Half-Pipe, Crash, and a course set in the Midway Studios.
Also don't forget to look for shortcuts along with collecting those keys and Mountain Dew cans while speeding past billboards of EGM (Electronic Gaming Monthly), California Speed, Nintendo Power, Gauntlet Legends, and Vapor TRX. If any of the vehicles in the game don't perform like you want, you can adjust the settings of every car (a first for the Rush series) before starting a race like tires and suspension (affects control & drifting), durability (affects acceleration), the two-tone color of your car, and even horn.
The Stunt track makes it debut in Rush series, it's basically a freestyle mode that gives the player 300 seconds (or 5 minutes) to pull off wild tricks with the ramps and obstacles in the map.
But the biggest thing about this game is the console debut of Alcatraz (aka The Rock) from the San Francisco Rush: The Rock - Alcatraz Edition arcade game, which wasn't included in the N64 port of San Francisco Rush: Extreme Racing (although the other six tracks from Rush The Rock were converted).
All the tracks in the game can played in Reverse, Mirrored, or both Reverse & Mirrored mode.
