Great news you can now play the PS3 version of Saints Row: The Third on your PC with the PS3 emulator called RPCS3. The frame rate is playable it has low of 30 fps to full 60 fps. The emulator is still in Alpha Stages but the emulator is getting faster all the time. This video is the game play using RPCS3, recorded in real time.

To use your personal save or other peoples save, make sure to decrypt the PS3 save files first. you can do that with a program called PS3 Bruteforce.
