After getting an 11-1 vote from the City of Dallas Planning Commission to rezone a 26-acre piece of property in Dallas, The Salvation Army of North Texas still needed approval from Dallas City Council. The property would be used to build a new social service complex based on the Pathway of Hope model.

On the night of the vote, the room was filled with Salvation Army supporters, including Advisory Board Members, donors, leaders of other agencies, concerned citizens, and staff. After hearing The Salvation Army's case for support, Dallas Mayor Mike Rawlings requested comments from the City Council. As different Council Members spoke, they highly endorsed the project and spoke very favorably of The Salvation Army. Following the comments, Mayor Rawlings called for a vote. The zoning request was unanimously approved by the City Council.
