Yes, his name is really Caffeine Nicotine!
His name originated from the fact that one of the director, Yasushi Adachi, was addicted to coffee and cigarettes at the time.
His jumping, standing and crouching light slash are the same hat attacks which are quick and have good range. A great poke both at mid and close range.
His far standing medium slash can be used as a far range anti air.
His crouching medium slash is a sweep with great range. It is both hit and whiff cancellable!
His jumping medium slash is a stab which comes out quite quick and has good range. Its his go-to air to air but can also be used it as a jump in attack.
His jumping heavy kick doesn't have as much range but is a good combo starter.
He slashes with his staff downward during his jumping heavy slash. It doesn't come out quick but it hits deep and can be used as a cross-up.
His crouching heavy slash has him thrust his staff diagonally upwards, functioning as a great anti air normal. Has quick start up and decent range vs jumping enemies.
His far standing heavy slash looks a lot like his jumping medium slash but it deals more damage and is hit and whiff cancellable.
Special moves
Summon shock bird (qcf+slash)
Acts like Sagat's high tiger ball. Comes out quick but with some considerable recovery.
Summon flaming dog?or cat?(qcf+kick)
Just like Sagat's low tiger ball. Speed and recovery same as the previous special move.
Confuse (reverse dp+light slash and medium slash)
Nicotine tosses a paper talisman that floats downward in front of him. It will reverse the enemy's joystick commands for ten seconds if it hits. Left becomes right, down becomes up, down backward becomes up forward, etc. Not really useful vs the cpu.
Flaming pole spin (down back, qcf + kick while airborne)
Nicotine extends his staff vertically downward for several frames(the staff itself has no hit box). As it touches the ground, he then spins on it while on fire. It can hit multiple times when blocked and can even cross up.
Note that doing this at the beginning of his jump won't activate the spin attack, and you'll only see the downward staff animation. This is because it doesn't last as long as his entire jump animation.
Chain staff attack (hcb+slash)
His "get over here" move. Just like Gen-an's, it only works as an infinite vs the cpu. Enemy players can quickly recover from it by mashing, so you won't have enough time to even micro walk. You will need to attack right away.
This move has a lot of recovery, so he's pretty much free if this move whiffs or is blocked.
As you can see most of the time in this vid, it can be cancelled from far standing heavy slash.
Super move, summon big stomping deity(forward, hcf+medium kick)
Nicotine tosses a paper talisman in front of him and out comes a big deity that stomps and causes a ground explosion that has a huge hit box. This move has slow start up as well as slow recovery.
