After being alerted to the outbreak by the Vietnamese government in late February, the WHO issued a warning over an atypical pneumonia of unknown cause and gave it the name Severe Acute Respiratory Syndrome or "SARS" on March 12th.
With outbreaks confirmed in 6 countries on 2 continents this warning was upgraded on the 15th and the WHO released a travel advisory which included a list of symptoms as well as guidance on isolation and self-quarantine
Two weeks later they began suggesting travel restrictions and health screenings for all travelers arriving from cities with outbreaks as air travel seemed to be a main vector of the disease
