Theories are merely theories. As off meta enthusiasts, all we can do really is think up ideas then test them ourselves, we don't have a whole playerbase to test them for us.
I JUST played a game that albeit was one of those "Jungler hates top for some reason" games, Heartsteel felt like it did me no favours and I could've spent the gold better on nearly anything else.
A massive increase to resistances on players that build them (any tank/bruiser) also partially indirect nerfs Thresh's on-hit damage and bases, so I think going for ONLY Soul onhits isn't going to be as strong unless you're up against or able to target squishies. It's still strong against those that don't build resistances though.
Magic Resist got VERY good options and a good variety, so expect to need penetration like Terminus, Void Staff, or Cryptbloom more often as a damage build.
Further early thoughts are here in the video, and future thoughts will follow as we stream the new season, both through explorative gameplay, and more "formal" edited evaluations as time goes on.
As it happens, I'm now really sick the day the new season kicks off, which kinda sucks, but it is what it is.
After I've played a bit, I'll make quick adjustments to the Thresh MOBAFire guide, and rerelease it, updating it as the season goes on.

Thresh Top Runes (Recommended for aggression, experienced play. Fleet Footwork can be used when newer or want a safer lane)

Legend: Bloodline (AD, take Alacrity if you take BOTRK early, or if you play AP)

Second Wind vs poke / Bone Plating against early game burst and fighters
