on raspbian yoou should add many flags to get saturn running decently on mednafen, like rpi4 CXX/C flags, -02 and obviusly, add saturn system (check ./configure --help)
on manjaro its just installing base-devel and you are ready to go. just ./configure, make -j4 and sudo make install
this test was on latest release:

The front-end : don´t git clone master, just the last release
