This is in NG++ where I completed the Shura ending, so I was unable to access typical late game areas that are used for efficient EXP grinding. I experimented and came up with this route that takes about a minute (plus about 20 seconds to warp back to the Sculptor's Idol) and nets 13,415 EXP.

Sometimes the third Samurai will move down the steps forcing you to chase him. If he gets aggro'd, just skip him.

For the fourth Samurai that you plunge kill, you'd rather land behind him than overshoot him so you can still stealth kill him.
