SFII World Warrior SNES - M.Bison W/ Correct Punch FX
This is from a SFII World Warrior SNES hack that lets you play as the bosses. Unfortunately, there are several problems with M.Bison's attacks as being controlled by the player. Luckily enough I was able to correct his flashing punch effects. To fix the issue of his punch FX, change the Player setting to CPU, and then back to Player again. This also explains why you are seeing M.Bisons cape intro in every match. Sadly, this is the only way to activate them in this game.
I'm hoping someone can work on and finish a hack for the CPS1 Arcade version of SFII World Warrior sometime in the future. For one thing it would be worth it to use some of M.Bison's moves only available in this game, as well as his infamous infinite scissor kick of doom.
