I'm not exactly sure why this happens, but I found it in multiple areas. Once you kill the shining lizard in that area it should disappear from the map (even without picking up the tail). I found that if you kill (not shoot it in the tail) the right ones, then they stay on the map and will reappear with a new tail to collect. All you have to do is ride far enough away and come back to find the lizard there again.

As I mention in the video, I'm not sure if this requires you to shoot the tail of the lizard the first time you play the game or not. For all I know, the lizards will reappear the first time you play the game. You just don't have the Lizard Detection Stone to tell you if they'll reappear or not.

I haven't tried this infinitely yet, as I'm presently trying to get the Endangered Lizard trophy. I apologize if this isn't an infinite re-spawn of shining lizards. I've just found that killing the same lizard 3-4 times before finally getting him in the tail to be the case. I hope it's infinite. That will surely help during Hard difficulty.

I pointed out three locations on the map where this glitch occurred for me. Also, if you look when I zoom into where the lizard is that is re-spawning for me ( 1:18 ), you can see the dotted line that shows how far away one needs to ride for the lizards to reappear.
