Using a method discovered by a fellow Sonic Retro user while he was trying to enable Super Shadow during normal gameplay, apparently it is possible to force the game to load some of the cutscene areas as levels. Surprisingly enough most of them have their basic collisions as well with various versions of them having differing amounts of it (for example the "White House's" daytime version has more collision at the floor's sides which means that the player can walk towards to edges without falling through it for slightly longer for whatever reason).
Also the ARK's "outer version" has a random invisible platform for the player to stand on, wtf?

This is not all of the maps that I've discovered, there are like 3 or 4 more of them, but they are either kinda insignificant in terms of content (cut versions of levels), only slightly different versions of shown maps (the outer ARK has another version with more stars in the background) or are impossible to observe (game spawns the player outside the area into nothingness, just like in the case of showcased G.U. N. Fortress staring area).

That aside, there are some pretty juicy stuff in here, if only I was able to find the G.U.N. control room (which I didn't, the level list I investigated through trial and error simply didn't have it) or managed to climb into the President's office, but this was done on PCSX2, so got no free camera mode to toy around with I'm afraid. :P
