ABOUT THIS VIDEO: I have another video on this channel where I show an application of this move. However, as with pretty much everything we do, it can have multiple applications and interpretations, so here we are again.
Basically, the long-bridge techniques (both this one and the next move in the form) teach you how to move if your hand is already extended.
Imagine you threw a punch at your foe, and they slipped to the side. As they do, they throw a punch at your stomach. Your hand is still out there. Do you withdraw it to do a block? No, that would take too long. Instead, you should drop from where the hand is to defend yourself.
That is what this move teaches you.
