In order to unlock the Scourge Of Toluca Lake achievement, you must first make it out of the Toluca Prison area of the game, and have killed the boss for that area. This boss fight happens in a freezer, so you will know it when you get there.

Once you have passed the area, you will come out to a boat dock. Simply go to the end of the pier and get in the boat. When you gain control of James, and have to row to the next area of the game, simply just wait 10 minutes. After 10 minutes, the achievement will unlock!
