In order to unlock the Pest Control achievement, you have to kill all of the 10 pigeons in the Smog Street "safe" area, which is the very first level on the Pollution gang map. The locations are:

3 straight ahead at the start
1 in the tree above the nearby stairs leading down
3 near the front of the house
3 near the truck by all of the cop NPCs

If you miss a pigeon, just back up so it isn't scared of you. After a brief moment, it will land back in place, and you can try to get it again. Once you have killed all 10 pigeons, the achievement will unlock!
