Before beginning the quest "Old Friends" on the island of Solstheim, you can find the location Highpoint Tower. It is located east of Raven Rock and north of Fort Frostmoth. The interior of the location cannot be accessed until you begin the Old Friends questline. To do so, you must first complete the quest "Briarheart Necropsy" given by Neloth. The top of the tower is seemingly inaccessible from the outside, but if you jump just right into the tiny slit in the wall, you will squeeze through and are able to loot the chest waiting on the other side.
