I had just killed this dragon when it attacked Winterhold. I briefly went in to see the Jarl and when I came back out again, it seems the game forgot where exactly the dragon died and ended up sticking the skeleton in the ground. The ragdoll physics kicked in and the skeleton started rising out of the ground like a zombie.

The psychologically toughened citizens of Winterhold took it in their stride and preferred to share the latest gossip with me rather than worry about some dragon skeleton.
