First of all, open up your game and go to the NPC you want to resurrect. Next use the "title key" to open up your console.
This key is usually right under your ESC key.

Now simply use the command "resurrect" while looking at the NPC to bring it back to life.
If you use the command "resurrect" followed by the number 1 then the NPC will be back will all of its items.
If you don't use the number 1 then it will be back without any items.

Commands:
resurrect 1 (bring back with items)
resurrect (without items)
