Command: player.modav carrryweight (VALUE)

Open up the game and use the "Title Key" to open up the console. This key is usually right under your ESC key.
Next simply use the command "player.modav carrryweight" and then the amount you want to add or subtract.

Use 100 to add 100 to your carry-weight and -100 to subtract 100.
