This is a hidden quest available in the Old Hroldan Inn that is actually haunted by a ghost. It's a great reference to lore of Elder Scrolls sires.

Lore
Hjalti Early-Beard, later known as Tiber Septim, defeated an army of Reachmen at Old Hrol'dan in the Second Era. Hjalti shouted down the walls of Old Hrol'dan with the power of his Thu'um, which allowed his men to achieve victory. After their victory, Hjalti earned the name Talos or Stormcrown. Old Hroldan Inn is supposedly where Hjalti slept following his victory. The ghost of Old Hroldan may mistake the Last Dragonborn for Hjalti due to the fact that both are Dragonborn.

Reward
Completing it rewards the Dragonborn with +1 training in One-Handed and Block.
