Smeargle Tier
Rules:
• 6 Smeargles
• Level 100
• All have the same name (must be creative)
• Must be 31 IVs in all stats (unless modified for Hidden Power)
• 6 different natures (no neutral natures)
• 6 different items (normal banned items still banned)
• 24 different moves; 4 moves per Smeargle
• Sleep, freeze, Wifi, Self-KO, Item clause active
• Remove Species Clause
• Don't think too competitively; think about creativity

Bans
• All Fighting-type damaging moves (non-damaging moves, Counter, and Seismic Toss excluded)
• Moody
• All moves banned by Smogon (Double Team, Guillotine, etc.)
• All items banned by Smogon (includes BW2 items until used competitively)
• Baton Pass
• Final Gambit
• Extremespeed
• EXCEPTION: Any banned combination of moves on a single set is legal in Smeargle Tier
