Complete the level. On your way through, you must shrink all Dino-Rhinos into Dino-Torches, collect all the powerups, and collect the 3up moon. Timed. Bonus 100 points for each dragon coin collected after collecting 5 (limit of 300 points).

Ignore the technical details of this level being 4 separate sublevels. Pretend all rooms similar to the first are equal to one.

Additional notes:
There is a single ! block that could be yellow or green depending on how you transverse through the level. You only need to hit the green or yellow one, not both.

Also, it is okay to finish off a Dino-Rhino after shrinking it, and killing any other Dino-Torches is fine too.

Boo-yah! Tool-less P-switch jump for the win!

No, that was not on my first try. It took a few dozen attempts before I pulled that off, and without badly screwing something else up later on in the level. I did take a couple hits afterwards in this run, but I don't think that affected my speed much.

Also, I don't think you can get more than 5 Yoshi coins in one run of this level, but even if it's possible, it probably would take too long for the bonus points to be worth it.
