Snes9x 1.59.2 Frame Pacing OpenGL

DWMTweaks Enabled. Frame pacing stutter begins at around 48 seconds. This was solved via a special setting in Snes9x v1.60 which can be found in the programs configuration file, the setting is named DWMSync. You can read more about the issue here: https://www.snes9x.com/phpbb3/viewtopic.php?t=26299
