I haven't done chapter 4 so I am not sure what is more efficient but, if you do freeplay and touch nothing but the time limit to limited, you can be completing rounds about every 5 minutes.

It's about a 50/50 chance to get 50 votes per round, but that's better than doing a full round to have a possibility of getting only 20 votes. I did it on chapter 3 because it's trp city but also easier to get the Titan Descent cards because once the index is up at like 3-5 it does a lot of damage especially paired with an Explosive Device card.

I stay with the adjutant player because of the card that let's you divide up money between 2 players, in order to save myself sometimes, also because i have't tried the other characters.
