Article 13 (now article 17) was meant to bring an update to EU’s dated copyright rules. States that platforms can be held responsible for uploaded content.
Now that it has passed, member states have two years to work that into law.. Meaning there could be several different levels of interpretation in how they adhere to the directive. Memes and GIFs have been deemed safe because they’re quotation/criticism/satire/commentary.
