The global effects toggle switch needs to be turned off/on. One way to do it is to add the "fx" button to the program monitor shortcuts. Click on the "+" on the bottom right of the program monitor, then drag the "fx" button to the toolbar. Once it's there you click it on/off to see/hide the effects. That's it!
