Unplug your camera from the 3.0 USB (blue connector) and plug it into the 2.0 USB (black connector).
A little background I've tried updating my BIOS firmware, resetting my BIOS, updating all of my hardware drivers, updating Windows, resetting Windows, buying a new camera...all didn't fix the problem of my camera periodically locking up while using OBS. Swapped it from the 3.0 USB to the 2.0 USB port and now it works perfectly.

The reasons for this are above my pay grade. :) All I know is that it works. You may need to reboot your PC after making the change.
