Actually no, but it looks like it does.
Notice how the colour of the sky changes at 0:25.
Only happens during the Past version of Wacky Workbench, and only in the original version of the game.
It seems to happen because of those electrical things. For whatever reason, them spawning changes the colour of the sky.
The 2011 HD ports and Origins don't have this.
This recording was done using KegaFusion, but I've checked and it does indeed occur on real Mega CD hardware.
