Leon Scott Kennedy is an American federal agent for the Division of Security Operations (D.S.O.). Prior to this, he served as a police officer with the Raccoon Police Department (R.P.D.) for a single day. The actions in the city led to his successful recruitment as a member of US-STRATCOM after the incident in Raccoon City.
Upon graduating from the police academy at the age of 21, Leon requested assignment to work for the Raccoon Police Department (RPD). His reason of choice was because of the widely publicized murders taking place in and around the Arklay Mountains from May to July 1998.[9] However, on September 24, 1998, Leon received a call from the RPD stating that he should stay away from Raccoon City due to apparent "rioting". Almost a week after the RPD stopped picking up the calls, Leon decided to head to the city to see what was really going on. He stopped at the Mizoil Gas Station in the outskirts to fill up his car while completely unaware of the t-Virus outbreak, after the United States Army and the Army National Guard evacuated some of the blockades in the city's outskirts.
Noticing the blood on the footprints leading to the convenience store, Leon went inside to investigate. He later saw the struggle between Arklay County Sheriff's Department deputy Daniel Cortini and the zombie, in which the former was killed. Leon began to leave the store and several zombies, including the store owner he passed by, started to attack him. After getting out of the store, Leon stumbled upon a person named Claire Redfield, who also stopped at the gas station on her way to the city in search of her missing brother, Chris. Together, Leon and Claire head to the city and seek refuge within the Raccoon Police Station after a radio broadcast urged people to take shelter there. However, by the time they got to the city, they were surrounded by zombies coming towards the car. Both of them barely got out of the vehicle alive before a truck driven by an infected driver crashed into it. As a result, Leon and Claire were forced to go their separate ways to the police station, with former getting there first.
During his probe of the Raccoon Police Station, Leon met with Lieutenant Marvin Branagh, who saved him after the zombies chased the rookie through the shutter door of the East Hallway. Marvin later gave Leon a combat knife and warned him not to hesitate shooting zombies regardless of being in uniform or not. Leon also met with another survivor named Ada Wong, a woman who claimed to be an FBI agent in search for the G-Virus and to bring Annette Birkin, wife of Dr. William Birkin who developed the virus along with her, to justice. They soon developed a bond, and Leon even took a bullet for her, fired by Annette. With Leon being unconscious from the bullet wound, Ada later followed Annette but was eventually caught off guard and knocked into a waste storage vault, where a piece of metal impales one of her legs. Leon later awoke and managed to rescue her, and both Ada and Leon went down to NEST. Because of Ada's legs being injured, she was unable to move further and told Leon to continue searching for the G-virus.
After recovering the G-virus, Leon found out from Annette that Ada was actually a spy, and only came to steal the virus. During the the countdown to the lab's destruction, Leon confronted Ada in the bridge about her alleged status as a spy and Ada revealed her true self by demanding him to hand over the G-virus at gunpoint, resulting in a stand off. Ada was later shot in the right arm by Annette and fell into the pit after the bridge collapsed. However, at the near end, Ada helped Leon by giving him a rocket launcher to help him defeat the now mutated T-00. Leon was reunited with Claire, and the two (along with William and Annette Birkin's daughter, Sherry Birkin) made their escape through a secret railway and then escaped via the train.
