Use the phase transport (it's invisible) to bring Volkov to the enemy bases to take out the Allied communications then wipe everything out. This isn't my personal best for this mission; I accidentally clicked attack on the enemy war factory and neglected the missile subs (though I usually do because for some unknown reason they never come out to the river though the announcer says they've arrived...must be a glitch in this version of RA I'm using).
