Yes, this is the Scroll ON category for Easy mode. There are hidden options in the Options menu enabled within the menu by holding Select and pressing A. One of them is called "SCROLL" and dictates whether you can manually raise the stack of panels while other panels are popping. This option is OFF by default, but this run enables it so I can start my chains earlier than I would otherwise.

This was basically my second night of trying this. With more elbow grease, I could beat my Scroll Off time, but I grow tired of Easy mode after playing it for about a month straight.
