you can simply force him to spawn :)

by killing : Deranged Guardian, Bristlecone Terror, Bristlecone Bone-Breaker
and Bristlecone Henchfiend in Mistveil Tangle, Ardenweald

took me about 10 minutes (super easy to farm @ lvl 70)

you get "The enemy is too strong! Save us, Tizo!" emote before Chompy appear

drop chance about 63.70% source : wowhead / i think it's 100% now
