This test seems simple on paper, but harder on execution. You have to take out 60 crates with one shot of your Charger weapon. To do this, you have to allow the Balloon Fish on the crates to line up correctly. Shoot one of them to blow it up so that its ink can hit the other fish and blow them up, and hopefully all of the crates, too.
