The second chest to the right, the first chest probably won't be there since I believe it's random, if it's not well it'll give you the Morph Ball tech most likely.
These boot techs are very nice. They can help you go fast but you may run out of energy when trying to use them. They can also make you go so fast the planet may not be done loading at times. :P Beware of that and enjoy flight! Not much else to this tech, it's one of the best for exploring the surface of a planet!
