New patch notes for StarCraft II: Heart of the Swarm. More balance updates, this time number 15 for February 22, 2013. Some weird changes were made to the Hellbat. I've treid figuring out why they try to nerf the Hellion as far timings go but I really can't figure it out. Can you?
