After experimenting on Ginger Island, I found out how to guarantee a Snake Vertebrae drop from any artefact spot! This requires you to reload your save multiple times though, so some people may consider it cheating. However, if your Snake Vertebrae refuses to appear like mine, you may find this trick helpful!

How does this work? The Stardew Valley random number generator is not so random! For Snake Vertebrae (and Snake Skulls), the chance of getting a drop is actually based on the total number of tiles your player has tilled with the hoe. This trick seems to work on other parts of Ginger Island as well, but you only get Snake Vertebrae on the Island Farm. Snake Vertebrae seems to be the hardest drop to get for Professor Snail's research, as it only appears in artefact spots.

IMPORTANT NOTE: If this did not work for you, there may be three reasons:

1. Have you saved Professor Snail from the cave at the island dig site?
2. Have you tried enough times? For at least a 50% chance of getting Snake Vertebrae, you need to try 5 times. But for at least a 90% chance, you need to try 15 times! And for a 99% chance, 29 times!*
3. Are you trying a new number every time? Make sure you keep track of all the numbers you have already tried! I recommend writing it down on a piece of paper.

Other Notes:
- The numbers in the video are just for demonstration purposes, you do not have to hoe tiles in the exact same pattern! You just have to try a different number of tiles every time.
- If you progress to the next day and save your progress, the required number of tiles will decrease by 1.
- The required number of tiles will be completely different for different artefacts spot on the island farm.
- Any artefact spot on the island farm can give Snake Vertebrae, even those on the beach!
