So the game bugs out here and no matter what you do (running around like a headless chicken, saving, reloading...) it just doesn't work. There are a lot of shills trying to sell some kind of solution on youtube, but none of those work. Maybe it's time for Bethesda to fix this issue, persisting months after release.
