Building a new empire, buying ships I can't use yet. Outposts are back, at least by making new ones.
More space. More scrambling around struggling to decide what to do because there are so many things to do and new things added to the pile every time I see a non-hostile character. Definitely getting my money's worth out of this one.
There's also a workaround for the outpost that might work. Might not.
