One of the many small changes in Windows 10's Update is that the operating system can now automatically reopen programs that were running before shutdown or restart. If you shut down Windows 10 with some apps (e.g., Chrome browser, Microsoft Excel, Microsoft Word) open, some of them are relaunched at next startup, which is undesirable; to put it fairly, it can be annoying for many. How to disable this feature?
When you shut down or sign out, Windows 10 remembers which applications you had open. It automatically launches them the next time you start your PC. You can disable this if you’d like to sign into a clean desktop.
Starting with at least Windows 10 build 18963, you can have Windows automatically save your restartable apps when you sign out, restart the computer, or shut down the computer and restart them after your sign in.
This new Restart apps setting has been separated from the old Use my sign-in info to automatically finish setting up my device and reopen my apps after an update or restart setting.
Starting with Windows 10 build 18990, in addition to registered desktop apps, when you opt into this setting, the majority of open UWP apps are now also automatically restarted as well. To reduce sign-in time, UWP apps are restarted minimized, in a suspended state, giving Windows and other apps more resources to get started.
