You can type what you're looking for in the search box (Win+S) on the taskbar. You'll get suggestions and answers to your questions, and search results from your PC (My stuff) and the Internet (Web).

If you turn on search online and include web results, search will use your previous Bing searches, and locations (if available) to improve search suggestions and provide web results. After you type a search term, you can click/tap on My stuff to find results for files, apps, settings, photos, videos, and music across your PC and OneDrive, or click/tap on Web to find results on the internet.

If you turn off search online and include web results, search will not provide web results, or use my location or online search history. After you type a search term, you can click/tap on Search my stuff to find results for files, apps, settings, photos, videos, and music across your PC and OneDrive.

Though not as fast or accurate as in the Windows 7 days, Windows 10 start menu search has improved a lot. This is especially true with the Windows 10 v1909's enhanced search indexing feature. When you search for something in the start menu, it not only lists all relevant local search results but also shows suggestions for web results. This is helpful if you want to search for something on the web without actually opening the web browser.

The search in Windows 10 returns local files, programs and settings but also web results by default. While that may be useful to some users of the operating system, it is irritating or useless for others.

Since most web results are generic search suggestions, it is just a faster way of running searches instead of getting results directly displayed in the interface.

If you search for gpedit.msc for instance using the search in Windows 10, you will notice that the right result is displayed at the top.

Below that are web results however which make up the bulk of the results listing. While some results may be useful at times, others appear outdated, e.g. gpedit.msc vista, and of little use because of that.

The only problem is that more often than not, the start menu can sometimes prioritize the web results over the local results. In those cases, it can be quite frustrating because your actual results are being buried beneath the online search suggestions.
