While I actively stopped each fan, including GPU and CPU, the problem continued. I then remembered the gold old days when you had to hit your TV to fix it. So I started hitting parts of the PC and found the problem. The CPU fan assembly. Which is very weird as I said as I actually stopped it and the noise continued.
Anyway, it looks like sooner or later I will have to replace the fan/cooling. Which is a bummer, but at least I know what is causing the noise.
