Technically the last official Tenchi Wo Kurau (Destiny of an Emperor) by Capcom, and it's a strategy game!

Unless you leave officers behind, you will lose territories. A LOT.

There's 3 scenarios starting at different periods, and 3 difficulty settings:

Scenarios are 195, 208 & 215, but not every faction is available, only the... major ones? This game is weird.

As for the difficulties:

Easy makes it that the game ends early if you complete a certain (unknown by me) objective for your ruler. You get a quick screen mentioning I think a reward from the Han Emperor and the game ends.
Normal Makes you have to conquer all territories before your ruler dies of old age (Which for some reasons happens around 235 AD, no matter who you're playing as)
Hard is the same as normal, EXCEPT you only have direct control in battle of your Ruler's unit (As far as I know)

There is a kill screen if your ruler dies in battle or from old age. As I said, this game's a bit weird.
