A: No, the vast majority of their usable land is now unusable as a result of being underwater
Q: What will happen to the gulf stream due to 9 quintillion liters entering the oceans?
A: I don't know; ask your local meteorologist if you're really that curious
Q: Will this happen in real life?
A: Nothing is preventing 9 quintillion liters of water from coincidentally coalescing into a single giant ball. The main issue is keeping it liquid, so that the Universe's biggest ball of hail isn't slamming into Earth.
Q: Will a planet like this have enough mass to start fusion like a star?
A: No; it requires much more mass or a much higher density to actually create fusion like a star. I haven't done the math, but Earth's rock is about as dense as water, which means it would take A LOT more water than Earth's entire mass to actually make a star.
