Draco activates the green button on the World of Light map which opens up the final gate leading into the Kid Icarus or Temple of Light or whatever it is up there that's been blocked off. This area needs to be completed in order to open up the side of the map where Game & Watch is located. With that side of the map unlocked Draco makes a bee line toward the spot and finally gets his main.
