Well that seems OP...
Apparently some characters like Toon Link can one hit KO fast falling/light characters by standing near the edge and performing a down smash.
Here is an explanation for it:
"Yeah, the first hit of Toon Link's down-smash has an extremely low trajectory with high base knockback to make sure it locks into the finishing hit at any percent."
