The tier 9 Pan Asian DD Chung Mu is certainly not a bad ship, in fact it's incredibly similar to the Fletcher which is excellent. However some of the trade-offs it makes gives up the jack-of-all-trades feel that the Fletcher has. It's better at torping Cruiser and BBs, yet that was something the Fletcher was never bad at. Using the same build as in my T8 commentary.
